Senators Tarr and Boley moved to amend the amendment on page 3, section 21, line 66, after the word “market” by changing the period to a colon and inserting the following proviso: Provided, That, not withstanding any other provision of this article, coal fired merchant plants in existence prior to February 1, 2025, may sell into the wholesale market as needed without limitation.
